Why does dry HCl gas not change the colour of the dry litmus paper?

Hydrogen ions change the colour of litmus. In dry \(\mathrm{HCl}\), there are no \(\mathrm{H}^{+}\)ions. Ions are formed in aqueous solution. Both \(\mathrm{HCl}\) and litmus are dry. Hence there is no change in dry \(\mathrm{HCl}\) and dry litmus paper.
